PURPOSE OF THE POSITION
This position will build and operate a disciplined IT Project Management Office (PMO) that improves transparency, accountability, prioritization, and delivery performance across the technology portfolio. The role will partner closely with the Chief Information Officer (CIO), IT leadership, business stakeholders, project managers, business analysts, application leaders, infrastructure teams, vendors, and finance to ensure that projects are properly scoped, resourced, governed, communicated, and delivered on time and within budget. This leader will separate enhancement requests from true projects, create consistent project intake and prioritization processes, and establish practical standards that enable faster, more predictable execution.
ESSENTIAL JOB FUNCTIONS
Establish and lead the IT Project Management Office, including governance model, intake process, prioritization framework, stage gates, project standards, templates, tools, and reporting cadence.
Partner with the CIO and IT leadership team to create visibility into the technology portfolio, project roadmap, resource capacity, dependencies, risks, issues, and executive-level decisions required.
Develop and manage a consistent project intake and demand management process that distinguishes enhancement requests, operational work, and formal projects requiring business case development, scoping, funding, and prioritization.
Lead portfolio governance meetings and facilitate prioritization discussions with business and technology stakeholders to align project work with organizational strategy, business value, risk, compliance, and resource availability.
Oversee end-to-end project delivery for enterprise technology initiatives, ensuring projects are planned, monitored, controlled, and delivered according to approved scope, schedule, budget, quality, and success criteria.
Manage, coach, and develop IT project managers and business analysis resources, including work assignment, performance expectations, methodology adoption, skills development, and delivery accountability.
Implement standard project management practices across waterfall, agile, and hybrid delivery approaches, ensuring the selected methodology fits project complexity, risk, timeline, and stakeholder needs.
Create and maintain executive dashboards, portfolio reporting, KPI reporting, and status summaries that provide clear insight into project health, milestones, risks, issues, budget performance, resource constraints, and required decisions.
Establish practical project financial management discipline, including budget planning, spend tracking, forecast updates, capital and operating expense alignment, vendor cost tracking, and variance reporting.
Ensure project risks, issues, dependencies, assumptions, and decisions are actively documented, escalated, resolved, and communicated through a consistent governance process.
Partner with business stakeholders and IT leaders to ensure requirements are clearly defined, documented, approved, and translated into actionable delivery plans.
Support vendor selection, vendor coordination, contract alignment, statement of work review, and vendor performance monitoring for project-related engagements.
Drive change management, communications, stakeholder engagement, testing readiness, training coordination, adoption planning, and post-implementation review for major technology projects.
Conduct post-project evaluations and lessons learned sessions to measure outcomes, capture improvement opportunities, and strengthen future delivery performance.
Promote a culture of accountability, transparency, follow-through, continuous improvement, partnership, and disciplined execution across IT and business teams.

QUALIFICATIONS
Education:
Bachelor’s degree in Information Technology, Computer Science, Business Administration, Project Management, Engineering, or related field required.
Master’s degree preferred.
Project Management Professional (PMP), Program Management Professional (PgMP), Certified ScrumMaster (CSM), PMI-ACP, SAFe, or similar project/program delivery certification preferred.
Experience:
Eight (8) or more years of progressive experience in IT project management, program management, portfolio management, business analysis, or technology delivery, including at least three years leading project managers, business analysts, or cross-functional delivery teams.
Experience building or maturing a PMO, implementing governance processes, managing enterprise technology portfolios, and reporting to executive leadership is strongly preferred.
Healthcare, provider, payor, or regulated industry experience preferred.
Equivalent combination of education and experience, acceptable.
Knowledge and Skills:
Strong understanding of project, program, and portfolio management practices, including intake, prioritization, business case development, scoping, scheduling, budgeting, risk management, issue management, change control, and benefits realization.
Demonstrated ability to establish governance and delivery standards that are practical, scalable, and adopted by business and technology teams.
Excellent executive communication skills, including the ability to present complex project and portfolio information clearly, concisely, and actionably.
Ability to lead through influence, manage competing priorities, resolve ambiguity, and align stakeholders across business functions and technology teams.
Experience with project management and collaboration tools such as Microsoft Project, Planner, Teams, SharePoint, Smartsheet, Azure DevOps, Jira, or similar platforms.
Strong financial acumen related to project budgeting, forecasting, resource planning, vendor cost management, and capital versus operating expense tracking.
Working knowledge of agile, waterfall, and hybrid delivery models, with the ability to tailor methods based on project risk, complexity, and business need.
Strong analytical, organizational, facilitation, problem-solving, negotiation, and conflict resolution skills.
Ability to build trust, create accountability, coach team members, and drive consistent follow-through in a fast-paced environment.
Proficiency with Microsoft 365 applications, reporting tools, executive dashboards, and collaboration platforms.
